In the absence of dedicated PUMP header which runs at 100%, one should use CPU_OPT and adjust fan curve to constant speed. AIO fans go into CPU_FAN, which is already tied to CPU temp sensor by default and set to some fan curve.

I give you full props for trying to up-cycle that old computer case fan, but it really isn't a good fit here due to the limits of the RPi power supply.
