From the amp I ran my test RCAs to where the amp was grounded to the car; again, this resulted in significantly reduced noise/whine, though trace noise still existed. WebAmp stand. Lean it. Yes it would be the same noise thru several amps, as long as they're in the same space with a window or door that resonates at a sympathetic frequency to your high pitched noise. Also, old neon ballasts dump high frequency audible noise down neutral and will ruin amplifiers. Change circuits.
