I absolutely love the Greyjoys and their story line (I love pirates and Lovecraftian horrror), but I can see why others can find their story line wonky or poorly executed, especially for the reasons you highlighted above. Sigh, I will never understand GRRM’s distaste for outlining, it seems so crucial to me esp. with ASOIAF.
